Donation Subscriptions: Active subscriptions from this month have been processed. I realize that there are many that are behind. Make sure

Kicked the training program back into action after an error and you should see all the results from any battles/training you've had

Starter Package: The Starter Package is now exempt from maintenance costs until we can get a more comprehensive fix in to compensate
for this. New mechs gotten with the Starter Package will not charge OMT or regular maintenance for the next few days.
OMT Phase in: OMT has been bumped up to 50% of total cost. This affects all empires. OMT as listed on the Finance page (if you have OMT)
was being listed at 100% before, but the bottom line was only counting half of it. You will now see that the OMT number has dropped to what you are
actually being charged instead of what you WILL be charged. This means that everyone's OMT figures will have dropped to half of what they were
even though your income also went down. OMT will be staged in like this over the next 2 weeks until we are at 100%.
Fixed a bug where ammo could not be bought in a zone even if it had a repair facility.
You may now buy parts in any zone with at least 1 civilian population or a repair zone.
Fixed some link problems with the new mech betting arenas.
Corrected for an error on a unit data page.
MPOGD We are in severe danger of ending as number one. If this happens neveron is in bad trouble, as our only source of new players will
be gone for an entire year. Without new players the game will suffer greatly. It is extremely important that everyone go to www.mpogd.com and
vote for the game called "Most Wanted" (also competing for second place). They have been voting for us a lot and we need to out pace them by voting for them.
Right now we are in an exact tie and we cannot stress enough the importance of voting for "Most Wanted". Remember that if we finish in the top
spot there will be no cash award for the next year, as it will be a tremendous blow to the future of the game. Thank you for your help in this extremely important
matter.

Login Update: Logins that unclaim all their people and then log out or have all their claimed people killed while they are offline
will now be able to log right back in to their empires so long as their permissions are set properly. This is true for Primary and non-Primary
logins.
Unfactioned empires no longer have their whole army mobilized when declaring war.
Added a cool new feature to the Factories page that does some quick math to show you how many Nevdays it will take to complete the production
run that you are setting to be made. You can then confirm or cancel the run if you want to modify how long it will take the run to complete. The
numbers are listed on the final pop-up message before the run is commisioned.
Most items on the My Items section of the Marketplace are now listed by name instead of by the dumb way it was doing it before.
Fixed a problem that was not allowing Tribute mechs to be fixed for 3 DP on the Donate page.
Empire Names: Please remember that quotations are NOT allowed in empire names. If you have quotes in your names you need to change them.
Certain features will NOT WORK if you have quotes in your empire name.

Updated the Donation Agreement to provide for the new Donation Point Transfer option.
Tribute mechs now only use 3 DP to instant repair them via the Donate page.
Fixed a problem that had been preventing DP transfers to empires with the ' character in their names.
Fixed a problem with DP transfers that had not been properly limiting how much may be transfered.
The mines page now automatically inserts a default price of $1 below current market low when selling resources. You may still change the number
but it will make things more convenient for resource producers.
Fixed a problem with setting patrols.

Neveron City Arena matchups will now always be between units within 25% BV of the opposing unit. The skill restriction is no
longer in place, having been replaced with the BV restriction.
Fixed a problem where zones you had recently taken from a surrendered foe were unattackable after pirates held them for a while.

Fixed a problem with shutdown mechs sometimes being able to fire.
Fixed a problem where successful repairs to weapons with hit bonuses (such as the gauss rifle on the HGN-732) were removing the
hit bonus.

Fixed a problem with tournaments, where double kills and other winless scenarios were causing the tournament to stop running
permanently. All tournaments should run at least once per day now.

Movement part salvage for vehicles has been doubled.
Changes to the new arenas have been too numerous to announce. We are making changes continually to make the system better, with
many adjustments to rankings (if you don't fight you fall faster) and matchup selection (no more duels with skill differences greater than 2!)
in addition to many, many internal changes to logging and performance as well as display changes, options, and enhancements. We will
keep working on the system until it is fun, fair, fast, and foolproof. the important change today is the skill equalization. Those of
you who got discouraged because your skill 5 mech was obliterated by a -3/-3 wolfhound may want to give it another shot, as such match-ups will
no longer occur.
OMT OMT is now being applied at 25% the listed rate. This will be slowly increased until you are paying full OMT. Fully
restricted empires do not pay OMT.
Unit Name Policy Reminder: If you put html in your unit names and mess them up so that they are not readable we WILL simply destroy
the unit. Far too many people try to get fancy with unit names when they don't know what they are doing and we do not have time to clean up the mess.
A warning has been added to the name change page as a reminder.
You can no longer name units blank by putting a blank space for the unit name.
Pop-up and Button Warning Messages: We realize there are a lot of messages in the game and there is a lot to read, but when you hit a
button and information pops up warning you of the consequences of your actions PLEASE READ IT. Often you can verify that you clicked the correct
zone, entered the proper amount of money, or understand how the feature works by simply reading the message. We get LOTS of bug tickets that
basically amount to the player not paying attention to what they were doing. We do NOT undo things that were done when a feature works properly.
If you mess up and did not read the messages please do NOT open a help ticket asking for us to fix it.
Instant Credit Card Donations: The limit on instant credit card donations has been raised from $500 to $1000. Donations of any amount
are accepted through Paypal. Create a Donation Profile at the top of the Donate page if you wish to support the game. Thank you.

Surrender information on the Wars page is now listed in Nevtime and Nevdays as part of our further effort to standardize our times. Nevtime
is 10 times faster than real time.

Removed a dated message from battle that said you would be able to participate the round you entered the fight which is no longer true.
Faction Attack Message: The logging that permits this message on your empire screen was extremely slow and was taking up an insane
amount of room. The table has been totally cleared and a new system implemented so that it now consumes merely .5% of the space of the original.
This table is used literally hundreds of thousands of times per day and was the source of frequent timouts when things got slow. No longer will
this be a problem. Also, empires in the NOOB faction will no longer receive these messages.
Added clear buttons on the infantry and apc vehicle readouts to make it more easy to access the infantry/APC matchup interface. The previous
link was pretty hidden.
Training will now properly exempt units from training that should not be included because of recent battles when training a lance/comp/batt. Units
must not have fought for 30 Nevdays to be eligible to train.

MAJOR ARENA UPDATE
Ok folks, there are some new arenas up. The old system is still there, unchanged, but there is a new system too, which should allow
a lot more people access to the arenas, as there are no fees. For those who wish to watch (yes, you can now watch) you may enter bets
on the duelers for supplemental income. This is a huge new system, built from scratch, so bear with the long explanation.
Hows it work? There are 10 divisions, from assault mechs (division 1) through infantry (division 10). Currently only division 9, vehicles (5-20 ton),
is up and running. There is currently only 1 arena in that division. Expect more classes to open very soon, with more arenas per division
as well. Demand and interest is being carefully logged (based on enrollment and betting figures) and if demand and interest are high enough,
we will add more arenas and divisions. As you can imagine, if there were many arenas open in all divisions all the time, the few players on at
any given time would be spread too thin to generate enough demand for good matchups, or enough betting interest to provide high enough prizes.
To duel, you need to register a unit for dueling. Empires may register up to one unit per level for each division (1 unit for level 0s). You can
unregister at any time to make room for another unit if you like, but you lose your rank when you unregister. The system is set up like a ladder.
When you start, you enter at the bottom rung and must work your way up by winning duels. If you don't enroll for a duel in a 24 hour span, you will
drop a rung. This makes sure that the top stays a little volatile, as obviously everyone won't be enrolling for duels every single day.
The arenas cycle through several stages, starting with enrollment, then betting, then "In Progress." In the enrollment stage, which lasts 10 minutes,
people may sign up to duel. You can only enroll registered units, of course. When the enrollment period ends, the computer selects two of the enrolled
units to fight. These are closely matched when possible by rank, with some precedence going to those who have not fought in a long time, and those
with higher ranks. After the selection is made, it enteres the betting stage.
Betting can be done in any amount by any empire, including the two competitors. The betting phase also lasts 10 minutes. Only one bet may be made
per empire. You can view the total amount bet so far on the duel, but not who the bets are on. When the betting is over, the duel begins, and at that
time you can see the breakdown of how much money was bet for each side. This is important, because it determines your payout.
During the duel, anyone can watch the duel in progress and root for their favorite unit. There is also a new chat room set up called #neveron_arenas
where you can chat with other players who are involved in, or are watching, the duel. When you are connected to the chat server, just type
/join #neveron_arenas to enter. If you are dueling, you can give up, or forfeit, at any point. When you forfeit you lose 1 point of each skill,
and 25% of your reputation, in addition to losing the match. This penalty allows you to keep the unit, and live to duel another day, but with a penalty.
I expect those with high ranks in the standings will want to maintain their lofty positions at all costs, and it is smart to throw in the towel
when you are clearly losing.
After the duel, the payments are made. All the money that was bet on the loser gets paid out. 80% of it is paid to the winning betters, distributed
proportionally to how much they had bet. The more you bet, the more you win. 10% is paid directly to the empire of the winning unit, that is his
prize. The final 10% is distributed among all the top ranked people in that division. That is to say, if you are ranked #1 (or close to the top) in
a division you earn money every time a duel is fought in that division! This should lead to rather large payouts to those who can maintain high ranks.
Finally, as all these arenas are physically located in Neveron City (0,0) whoever owns that zone gets a small portion of the proceeds.
If you have questions about these new arenas, please join #neveron_arenas and someone will help you. Hopefully someone will write some comprehensive
arena help files in the next few days as well. Lastly, and importantly, creating new additional empires just for the purpose of raising the
pot of an arena duel will result in the deletion of ALL your empires and permanent banning from the game. We need this feature to be accessible
to everyone, from your first session onward, so we are going to crack down extremely hard on people who try to abuse this. The last thing we want
is to be forced to put some kind of "level 1 and up only" limitation on the betting feature.
The vehicle market now lists non-discounted items according to weight class. Use the obvious buttons on the page.

Earn DP! Donation Points were awarded for help file authors. Every
accepted article earned 1 DP. This will be a recurring event, although the
amounts may be adjusted. Its not fair that some very good articles are given the
same reward some really short or poor articles get. We'll come up with some kind
of valuation system for future awards.
Arena Awards: The dueling arena awards have been fully automated. No more waiting for admins to get around to awarding prizes and
zeroing the standings. Awards will be handed out right at the begining of the Nevyear. Additionally, the Hida Fushu award has been increased
to $500 million and a Mackie, and the other morale prizes have all been increased substantially.
There is some major purging of old arena data underway. Its removal will speed things up substantially, but while about 10 million entries are
deleted (which may take quite a while) arenas may load slowly.
Sped up terrain creation slightly.
New Players: Fixed a major bug with new empire creation.
Junk Empire Names: Empires with jibberish or successive empire names will be deleted. Examples: "hauhsiusioaq" or
"Fyrebrand 1, Fyrebrand 2, Fyrebrand 3." Additionally, empire names with inappropriate words will be deleted or changed.
Removed the empire transfer option from the Empire Settings page. Logins are now fixed and there is no reason a login will need to move from
empire to empire again.

Removed the option for old logins to switch empires. From this point forth, FINALLY, empires and logins are permanently affiliated.
The donate page has been rewritten to match the colors on the rest of the
site.
Donation Point Transfers You may now transfer DP to other empires. If
you have DP, you will find a link for transferring points to another empire
right next to your DP total on the donate page.
Collect Parts Update: This feature on the General Parts page has been improved. It will now only exclude flagged zones with
repair bays from collection. This should make it a much simpler feature and easier to use. It collects general parts from all non-repair zones and ships
them to your active zone. Note that the repair zone will ONLY be excluded if it is flagged.
Mines are now properly removed from the market when captured in war.
Fixed a rare 404 error when trying to hot drop on an empire where his or your surrender prevents the attack.
Cleaned about 72,000 entries out of the completed research database which will improve performance.
Fixed a rare exception on the Companies page.
The new changes to war cost calcs and the removal of the war level system have dramatically improved performance in attacking empires. What can
only be described as a truly MASSIVE amount of code was removed from all the attack pages, and considering the frequency with which those pages are
used it should help alleviate a significant amount of server load.

Removed War Level info from the Evaluate Military section of the empire stats page.
Fixed an error some people were getting trying to attack from enemy zone.
Corrected some discrepencies on the destroyed units stats on the Empire Stats page.
Removed the now-useless War Level information from the War Stats page.
OMT and Finance Page: OMT for empires under level 0-8 is now not added to the bottom line so you can see what your current income still
is. Many people were still not getting that they weren't being charged OMT yet.
Surrender Update: If someone attacks you and takes some of your
zones, but then surrenders to a different empire before you get a chance to
retaliate, you no longer lose your capability to retake your lost land. You will
now have 3 RL days to retake any zone that you lose, regardless of whether the
empire that holds it surrendered to someone else or not.
Updated the zone plunder functions to reflect the proper costs of zone attacks.
Attacking from enemy zone now charges the correct amount as well.
Hot-dropping units will now charge the correct, newly displayed price to attack zones.
OMT Changes: We have gotten several help tickets complaining about the upcoming OMT costs with defenses like "but I'm only level 3! How
can you think I can afford this!" The whole POINT is that your empire size is lower than what your offensive capabilities are. Lower empire level
means lower war costs. The OMT is a way of balancing out these lower war costs for empires that have offensive capabilities much higher than the average
for their level. You can either find funding to pay for the OMT, trim your military or grow your empire's civpop which will make you more money AND
trim OMT. The entire object of this system is to make it difficult for empires with no economy and a giant military (relative to size) difficult
to maintain.
Level 0 DOW Level 0 empires may now declare war.
Attack cost update: Normal zone attacks will now be at the corrected, newly listed prices. Hot-drops and attacks from enemy zone are listing
the correct prices but are still not charging the new prices. Please watch the updates as we will notify you when the costs are correct..
The Log Error in the destroyed units list is now a link explaining what the log error is and why you shouldn't worry about it.
Added the total number of zones an empire has to the empire information page (gotten to from the factions listings).
Removed the total number of zones an empire has from the attack pages, as it no longer has any bearing on attack costs.
Fixed an error when correcting for vehicles that were stuck in waiting mode. The error was visual only, and the process that refunds your money
and takes the unit out of waiting was working correctly.
Attack Cost Changes Changes to attack costs will be phased in today. There will be brief periods today where the actual amount charged
is NOT the amount displayed. If you are fighting empires of lower level than yourself without a DOW, it is highly recommended that you do
not make attacks today until otherwise posted, as you may end up paying more than you expected to.
OMT Charges: Just wanted to reiterate that OMT is NOT currently being charged. It is listed on the Finance page for those who have it
so that both the players and admins can see and asess its effects as well as prepare for them. When they go into effect they will most likely
be phased in incrementally so that players have time to adjusted their militaries and economies.

New DOW costs are in effect The new Declaration of War costs are in effect. For a list of DOW costs, see the list below. Remember
that if you are DOWing a smaller empire who hit you first, you pay only the lower level DOW cost.
The local area is without power due to severe thunder storms. One of our battery backups failed, resulting in the terrain/war server
restarting after we switched to the "backup" battery backups. If the city doesn't get power back in 30 min or so we may be forced to start shutting
off systems. In the meantime, please be patient while the terrain database is recovered, as that can take some time.
After some exhausting research over the past two days, we have found some incredibly consistent numbers across every empire level.
Comparing the average incomes of each level to the average land size and city size distributions for each level shows that attack costs per
zone should be almost exactly identical at every level. So close, that it would be careless to make a system other than the most logical
and simplest one possible. Without boring you with the process, here are the results.
Tier 1 (0-999 CF): 200,000
Tier 2 (1k-9999 CF): 10,000,000
Tier 3 (10k-99999 CF): 50,000,000
Tier 4 (100k+ CF): 200,000,000
Those listed costs are assuming you have war declared. Without war declared the cost will be 10x as high, just like before.
If there is now DOW, there will be an additional doubling of those costs for every level your target is below yours. Remember
that you may declare war on anyone who attacks you first, regardless of level, or anyone at all your level or higher. As always, when you
reach level 10+ any empire may declare war on you at any time (even higher levels). For example, you are level 5, fighting a level 5 opponent.
You have trapped his mech force in a non-city zone but cannot kill it, so you request your level 10 faction leader to drop in and wipe out
the enemy army. The level 10 must pay (2 million for non-DOW attack on an empty zone * 2^5 (for 5 levels difference) = 64 million to attack that
zone, plus any applicable hot drop or transit costs. Thats a lot more than it would cost him under the old system, but still cheap enough so it pays
to have big friends who will help you out. Now, lets say the poor victim had the wherewithall to have the units in a city with 100 buildings (50 CF each).
In that case, the level 10 would have to pay 3.2 billion to hit the zone! Certainly out of his budget.
Here are the simplified DOW costs, which will no longer vary by empire but be strictly based on your level. Now please remember, that if you are
declaring war on someone lower level than yourself (because he attacked you first, or he is level 10+), you use the DOW cost of HIS level, not yours!
New Declaration of War costs:
- Level 0: 200,000
- Level 1: 500,000
- Level 2: 1,000,000
- Level 3: 2,000,000
- Level 4: 5,000,000
- Level 5: 10,000,000
- Level 6: 20,000,000
- Level 7: 50,000,000
- Level 8: 100,000,000
- Level 9: 200,000,000
- Level 10: 500,000,000
- Level 11: 1,000,000,000
- Level 12: 2,000,000,000
- Level 13: 5,000,000,000
- Level 14: 10,000,000,000
- Level 15: 20,000,000,000
These costs have not yet been implemented, and will be worked on today and throughout the week. Please check the updates regularly if you are
confused when your attack costs are not what you expected.

OMT will not be charged to empires that are fully restricted because of a surrender. When you are fully restricted you may not
attack anyone, nor be attacked by anyone. Basically your entire army is shut down for the duration of the restriction, and accordingly there
is no OMT.
Daychanges have been fixed, and are currently being run at an accellerated pace to make up for lost time.
OMT calculations will undergo further review. Currently those empires under level 9 are not even paying the full OMT they would if they
were level 9+ with their current ratios, but even so there is a lot of player concern over the change. We will certainly watch it carefully
and look at many examples and make sure the system is fair before implementing it.
Ok, due to the phenomenal OMTs some empires now have, OMT will not be charged this week. OMT charges will be displayed but not charged
through friday. On saturday the 14th they will become "live".
Changes The recent problem with daychanges has been due to war level calculations. An examination of the problem led us to question
the need for war level since the addition of surrender. Upon further thought, we realized its a perfect time to re-examine war costs in general
and address many of the problems with war costs. After giving the matter much thought, we looked to the players for input and opinions and
over the course of the day have come to several conclusions. The results are going to be, for some, dramatic changes to the way war is fought
and the costs involved. A thoughtful analysis of the changes should reveal the more impactful effects.
Static zone attack costs The cost to attack a zone will no longer be a nebulous unpredictable feature factoring in the land area
and city sizes of your opponents or your own army value. The attack costs will now be fixed, based on your level, and will be one of four values
for every zone you attack, of any target of any size. Which of the four costs is used for each zone depends on the total CF (city size) of the
buildings in that zone. Specifically, 0-999 CF will use the cheapest cost, 1000-9999 CF is the second tier, 10000-99999 is the third tier, and
100000+ CF is the most expensive tier. Attacking empires of lower level than yourself will cost much much more than attacking someone your
own level or larger. So much more that it will be prohibitively expensive if the levels are not extremely close.
WL Removal and OMT for all War level, another mysteriously unpredictable value for most players, has been removed. The only purpose
War Level was serving at the end was to prevent empires with armies that are much stronger than average for their level from declaring war on and
recieving discounted attack costs against average empires of a given level. To maintain that effect while removing the lag-inducing and overly
obscure war level calculations, we have allowed ALL empires to become subject to the oversize military tax (OMT). Previously, only level 9+ empires
were eligible for OMT. With OMT for everyone, it will be cost prohibitive for a level 5 empire to maintain that company of super mechs that would allow
him to devastate his fellow level 5 empires. Again, this should simplify the game by removing an imperfect and complex system that served little
purpose.
Changes to DOW Declarations of War (DOW) will still be available against any empire your level or higher. Likewise, they will
still be available against any empire that attacks you without you attacking it first. Please remember, you lose the option to DOW lower
level attackers as soon as you counter-attack, so DOW first! The "Declare war on all attackers" option will be removed. Now for the changes:
DOWs against lower level empires (only possible if they attack first of course) will not be based on your own level anymore, but will cost only
as much as the lower level empire would have to pay to declare war on you. So if you are level 13 and a level 0 empire attacks you, you may declare
war on it for the cost of a level 0 DOW!
Here are some of the obvious ramifications. First, attacking larger empires with lower level empires no longer affords you any protections, as the
larger empire will be able to cheaply retaliate by declaring war for what is to him a negligible cost. If you attack someone big, you had better be
prepared to surrender, because if he wants to he will now have the option of coming after you. Second, you can no longer bait smaller empires
into a war with you by attacking a zone, waiting for the retaliation, and then using the "declare on all" option to get cheap attacks on them.
Third, losing all your cities while keeping your army hidden has additional penalties because if you do not quickly retake some of your population
your OMT will become astronomical. Remember the size army you may have before OMT kicks in is based directly on your population. People should
seriously consider defending large population centers because of this, and be extremely wary of setting a high surrende rate. Fourth, there is
no longer defensive cost benefit to owning a very small number of zones and cities. In fact, it can work against you, as the fewer zones and cities
your opponent need attack the less total cost he must pay.
These changes are going to be added over the upcoming week, so please don't expect immediate changes. The WL removal and OMT addition has already
been implemented but will be carefully monitored and adjusted as needed for fairness. Other changes will be added as soon as possible so please
check the updates if you are confused as to why your attack costs have changed. Actual figures for the attack costs and DOW costs at each
level will be posted as they are implemented.

You may now claim water zones for a cost of 100 million plus ordinary claiming costs, if and only if the zone is adjacent to existing land.

Upcoming change! Hopefully as soon as tomorrow, you will be able to claim water zones that are adjacent to land zones for
a cost of 100 million (on top of normal claiming costs). This cost represents the expense of importing dirt and expanding into the ocean.
